For all responses, if the stated condition holds, then the option resolves as % to the fraction of the total ETH supply which is staked on 2028-01-01. If the stated condition doesn't hold, the corresponding answer resolves N/A.

"staking ratio target" refers to a mechanism as described in this post from @ansgar and @CasparSchwarzSchilling, where the protocol does not incentivize or tries to disincentivize staking above a certain fraction of the supply.
