This market will resolve to the country with which the United States first signs a formal agreement specifically focused on rare earth minerals development, extraction, processing, or supply chain cooperation.
- The agreement must be officially announced by the U.S. government or the partner country's government 
- The deal must explicitly include rare earth elements/minerals as a primary focus 
- Memorandums of Understanding (MOUs) or preliminary agreements will count if they are formally signed by authorized representatives of both governments 
- The market will resolve based on the date of signing, not the date of implementation or announcement 
- If the U.S. signs a multi-country agreement that includes both Ukraine and Russia simultaneously, the market will resolve to whichever country is listed first in the agreement or whichever bilateral component is signed first
